Cobb County, GA – Concerns continue to grow in Mableton over the city’s failure to establish a Contract Compliance framework for the Comprehensive Development Plan, despite repeated requests over the past year to do so. The issue has reportedly been raised with the Mayor, City Council, and City Manager multiple times, but has not resulted in formal action, public discussion, or resolution.
Critics note that while the city has advanced other policy initiatives during the same period, it has not created the basic compliance structure needed to ensure proper oversight, enforcement, and accountability for the development contract tied to the Comprehensive Development Plan, which is valued at $500,000. They argue that this absence of clear procedures undermines standard government practice and weakens public trust.
The Comprehensive Development Plan is currently in its final public review stage, with a meeting scheduled for April 15. The plan is expected to guide land use and redevelopment decisions in Mableton for years to come, heightening concerns that oversight mechanisms are not yet in place before long-term commitments are finalized. Residents have also raised concerns that the sample size used to develop the plan is flawed – that it is too small to adequately represent the Mableton community.
Some residents and stakeholders have also raised additional concerns regarding the contract award to a government official in another metro Atlanta community, questioning whether this situation may be contributing to delays or reluctance to adopt formal compliance procedures. While no evidence has been publicly presented to support this connection, critics say the lack of transparency warrants explanation and further review.
Questions have also been raised about the city’s reliance on interim legal counsel. Critics argue that legal review should not replace administrative accountability or delay the creation of clear contracting standards. They further point to the absence of a permanent city attorney during the past two years as a contributing factor to inconsistent guidance and prolonged delays.
At the core of the issue is the broader question of why standardized contract compliance rules—common in many local governments—have not been implemented or applied consistently to existing agreements in Mableton. Advocates argue that such measures are essential to any government to ensure fiscal responsibility, transparency, and public confidence in how city contracts are managed.
As the review process for the Comprehensive Development Plan continues, residents are calling on city leadership to provide a clear explanation for the delay, establish a formal timeline for implementation of compliance procedures, and ensure that all contracts are subject to consistent oversight moving forward.
