Georgia Lawmakers Prepare for New and Old Business as Legislative Session Begins

The Georgia General Assembly will reconvene on Monday, January 15, 2025, with a mix of ongoing and new issues. Among the perennial topics, supporters of tort reform, medicaid expansion, and legalized sports betting will push for progress.
Governor Brian Kemp has prioritized tort reform for the second consecutive year, aiming to address rising insurance premiums caused by high jury awards. Legalized sports betting advocates, including major sportsbooks like FanDuel and DraftKings, will also advocate for its legalization, citing widespread public support and the need for regulation and taxation.
In addition to these ongoing debates, new demands will emerge in response to Hurricane Helene, which caused significant damage and loss of life in South Georgia. Kemp has pledged to introduce a disaster relief package to assist with recovery efforts. Lawmakers will also consider a $372 million proposal to address issues within Georgia’s prison system, following a U.S. Justice Department audit that identified violations of inmates’ rights due to widespread violence.
Another key topic will be legislation addressing gun safety following the tragic school shooting at Apalachee High School in September 2024. Given the divide on gun safety, lawmakers are unlikely to require gun owners to purchase trigger locks or safes; however, there is broad support for offering tax credits as an incentive for safe firearm storage.
As the General Assembly begins the new session, lawmakers will balance a growing budget surplus with the state’s pressing needs for disaster relief, prison reform, and public safety.
