Former Atlanta Housing Executive Admits to Defrauding Federal Programs

ATLANTA, Ga. — A former senior executive at the Atlanta Housing Authority, Tracy Denise Jones, has pleaded guilty to defrauding federal programs, highlighting vulnerabilities in oversight of public housing and pandemic relief funds.

Jones, who served as senior vice president at Atlanta Housing, entered guilty pleas on Feb. 2 to conspiracy to commit theft of government funds, wire fraud, and credit application fraud. Federal prosecutors say Jones illegally collected more than $36,000 in Section 8 housing assistance payments intended for low-income families, used COVID-19 relief funds totaling over $27,000, and obtained a $219,780 mortgage through falsified documents.

Court filings indicate that Jones used false identities and shell business entities to divert funds for personal gain. She remains on bond and is scheduled to be sentenced on May 5, with potential penalties including decades in prison and more than $1 million in fines.

Atlanta Housing emphasized that safeguards were in place to protect federal funds, but said the former executive was able to circumvent internal controls. “Consistent with our policies and applicable law, Atlanta Housing has taken appropriate action and continues to strengthen its oversight and compliance practices,” the agency said in a statement.

Atlanta Housing serves nearly 27,000 households through its combination of public housing, vouchers, and other housing programs.

Shannon Linsey has been appointed interim senior vice president of the Housing Choice Voucher Program, which provides rental assistance to thousands of low-income families across Atlanta.

This case underscores the importance of program integrity and oversight in large public agencies, particularly those distributing federal resources.

Federal authorities said the investigation remains a cautionary example of how fraud can threaten the mission of public housing and emergency relief programs.
