Dozen Indicted in $3.6 Million Metro Atlanta Shoplifting Ring

LAWRENCEVILLE, Ga. — Twelve individuals have been indicted on racketeering charges for allegedly running a multi-year shoplifting ring that stole millions of dollars’ worth of merchandise from metro Atlanta retailers and resold it online.

According to prosecutors, the crew targeted high-value items from stores including Home Depot, Target, Kohl’s, TJ Maxx, and Macy’s. The stolen merchandise was allegedly sold through an eBay account called Super Super Deals LLC, generating over $3.6 million in revenue from approximately 21,000 transactions between March 2020 and March 2024.

The indictment charges 12 people with RICO violations, including conspiracy to participate in an enterprise through a pattern of racketeering activity and acquiring property through such activity. Those charged include:

  • Taurus Lamont Brown, 48
  • Shafia Herd-Davis, 43
  • Austin Green, 30
  • Deshawn Shaquille Hamilton, 28
  • Matthew Mitchell, III, 53
  • John Casey Rooks, 39
  • Ramond Louis Rodriguez, 59
  • Hannah Storme Taylor, 30
  • James Cecil Watkins, 67

Investigators say Teng and Supachok Sae-Ly coordinated with nine “boosters” who would enter stores alone or with a lookout. Boosters allegedly filled carts with expensive merchandise and either abandoned it when confronted or fled with it. The stolen goods were then handed to Teng and Sae-Ly, who determined resale value on eBay and paid the thieves half of the expected profit.

Gwinnett County District Attorney Patsy Austin-Gatson emphasized the broader impact of these crimes:
“These types of crimes, especially at a sum of over $3 million, have an impact on the average consumer because they cause the affected retailers to raise their prices. We’re bringing these racketeering charges to ensure that these individuals don’t get away with these crimes.”

Several members of the alleged crew have already been arrested and charged during the four-year investigation. Authorities say the probe is ongoing.
