Rules set for September 10 Presidential Debate between Vice President Kamala Harris and Former President Donald Trump

With just a few days until the highly anticipated presidential debate between Vice President Kamala Harris and former President Donald Trump, ABC News has released the official rules governing the event.

Debate Details:

  • Date & Time: September 10, 9 p.m. ET
  • Location: National Constitution Center, Philadelphia
  • Moderators: David Muir, anchor and managing editor of “World News Tonight,” and Linsey Davis, anchor of ABC News Live “Prime”
  • Format: 90 minutes of debate time, with two commercial breaks
  • Audience: No audience will be present in the room

Rules & Procedures:

  • Microphones: Active only for the candidate currently speaking; muted for the other candidate.
  • Questions: Only the moderators will be allowed to ask questions.
  • Podium Placement & Closing Statements: A virtual coin flip determined the podium placement and order of closing statements. Former President Trump won the toss and chose to deliver the last closing statement. Vice President Harris selected the podium on stage left.
  • Opening & Closing Statements: There will be no opening statements. Each candidate will have two minutes for their closing statement.
  • Response Time: Each candidate is allotted two minutes to answer each question, followed by a two-minute rebuttal and an additional minute for follow-ups, clarifications, or responses.
  • Debate Format: Candidates will stand behind podiums for the entire debate. Props and pre-written notes are not permitted. Candidates will be provided with a pen, a pad of paper, and a bottle of water.
  • Campaign Staff: No interaction with candidates during commercial breaks.

The debate will be produced in partnership with ABC station WPVI and will air live on ABC at 9 p.m. ET, as well as on ABC News Live 24/7 streaming network, Disney+, and Hulu.
