Following what can only be described as a heinous and cruel act on an animal, Cobb Police announced the arrest of 36-year-old Noradino Rivera for felony aggravated cruelty to animals after he killed a small dog in a house in Smyrna by stabbing it in the eye, according to an arrest warrant. Riveria is said to have punched and strangled the small dog before he grabbed a screwdriver and stabbed the animal in the eye, causing it to die. With his bond set at $10,000, the Grayson, Georgia man remains in jail, according to authorities. In 2019, a bipartisan law, H.R. 724, the Preventing Animal Cruelty and Torture Act, was signed into law.
