State Alleges Inside Job in $230K COVID Relief Fraud Scheme

Fulton County, GA – A federal pandemic relief program designed to keep struggling families housed during COVID-19 is now at the center of a criminal indictment in Fulton County. Georgia’s Attorney General, Chirs Carr, announced that six individuals — including a former employee of the Georgia Department of Community Affairs (DCA) — have been indicted in connection with nearly $230,000 in alleged fraud involving the state’s Emergency Rental Assistance Program.

Prosecutors allege that while employed at DCA between 2021 and 2022, Porsha Robinson submitted and approved nine fraudulent rental assistance applications. The program was funded to provide relief to individuals, families and landlords financially impacted by the COVID-19 pandemic.

According to the indictment, Robinson allegedly diverted funds into bank accounts she owned or controlled. Five of the applications were reportedly submitted under the names of her co-defendants, who investigators say provided Robinson with substantial kickbacks. The remaining applications were allegedly filed using the names of other citizens.

Carr said the alleged conduct represents an abuse of public trust. “The Emergency Rental Assistance program was meant to provide critical relief to Georgia families who needed it most,” Carr said in a statement. “If you use your government position to steal from Georgia taxpayers, you will be held accountable.”

On Jan. 30, 2026, the Attorney General’s White Collar and Cyber Crime Unit presented evidence to a grand jury in Fulton County, resulting in indictments against all six defendants. Charges include:

  • Porsha Robinson, 37, of Jonesboro:
    • 1 count of Identity Fraud
    • 9 counts of False Statements and Writings
  • Daveon Williams, 28, of Atlanta:
    • 1 count of False Statements and Writings
  • Sean Wimbush, 32, of Atlanta:
    • 1 count of False Statements and Writings
  • Dashon Holloman, 31, of Dallas:
    • 1 count of False Statements and Writings
  • Miranda Payne, 36, of Atlanta:
    • 1 count of False Statements and Writings
  • Davier Ladmirault, 26, of Atlanta:
    • 1 count of False Statements and Writings

The case remains pending in Fulton County.
